CSV - delimiter fixed on comma!

Was trying to use the CSV with semicolon ( ; ) as a delimiter, but it failed.  I have semicolon delimitted files with commas ( , ) within the text and the parser does not work for that!

Not trying to split hairs here, but if you have a semi-colon delimited file, then I suppose you would have to call it a SSV (semi-colon separated values).

Rather than calling it CsvParse, why not just call it something more generic like DelimitedParse, since CSV implies your delimiter is a comma. It looks like you are already allowing the user to specify what the delimiter is (the Separator field of the CsvConfig class)

In fact, looking at your code, you could go even further to developing a set of rich delimited file parsing classes.
